The United Nations Environment Program (UNEP) is the United Nations system's designated entity for addressing environmental issues at the global and regional level. Its mandate is to coordinate the development of environmental policy consensus by keeping the global environment under review and bringing emerging issues to the attention of governments and the international community for action.

The Ozone Secretariat is the Secretariat for the Vienna Convention (VC) for the Protection of the Ozone Layer and for the Montreal Protocol (MP) on Substances that Deplete the Ozone Layer. This post is located in the Ozone Secretariat of the United Nations Environment Program / Executive Office (UNEP/EO) in the Nairobi duty station.

Responsibilities

Within delegated authority and under the direct supervision of the Executive Secretary, the Senior Administrative Officer will:

1. General Administration:

a) Ensure successful completion of all annual activities of the Secretariat, which include: management of the Secretariat’s human, financial and physical requirements; administration of its resources; convening, servicing and providing administrative and financial services, as well as conference arrangements to the annual meetings of the Parties, meetings of the Montreal Protocol and Vienna Convention Assessment Panels and their subsidiary bodies; coordinating the travel arrangements for Ozone Secretariat staff, members of Assessment Panels and representatives of developing countries funded by the Secretariat to the aforementioned meetings;

b) Recruit staff taking into account geographical and gender balance and other institutional values;

c) Manage, guide, develop and train staff under his/her supervision;

d) Foster teamwork and communication among staff in the Section and across organizational boundaries;

e) Represent the organization at negotiation meetings, seminars, and other forums.

2. Budget and Fund Management:

a) Formulate the Secretariat’s annual and triennial budgets for the consideration of the Parties, ensuring that they meet the Secretariat’s overall requirements and reflect Parties' decisions on administrative and financial matters;

b) Monitor the budget implementation and performance of the VC, MP and Earmarked Contributions Trust Funds; ensure financial liquidity at all times; also ensure that the transactions against the Trust Funds are recorded by the United Nations Office at Nairobi (UNON) accurately and that expenditures remain within authorized levels;

c) Assist the Executive Secretary in resource mobilization and be responsible for preparation of reports to donors and intergovernmental bodies on budget/ program performance, particularly those presented in annual reports;

d) Provide substantive input in the preparation of position papers and reports for presentation to Parties, intergovernmental bodies and other policy-making organs.

3. Exercise oversight responsibility for the Communications and Information Officer, who deals with front office support, general and meeting documentation in close coordination with the UNON Division of Conference Services, website content management and communications and outreach activities.

4. Provide policy guidance to the Executive Secretary on conceptual strategy development, management of the implementation of overall strategies, and intra/inter-departmental policies and procedures.

5. Carry out any other tasks as may be assigned.

Qualifications

Education: An advanced university degree in business or public administration, finance, social sciences or related area. A first university degree in combination with qualifying experience may be accepted in lieu of the advanced degree.

Work Experience: A minimum of ten years of progressively responsible experience in administration, budget, finance, fund management, resource mobilization, human resources management.

Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in oral and written English is required. Knowledge of other United Nations languages an asset.

Other Skills: Excellent computer skills (Microsoft Office, email, internet) are required, Integrated Management Information System (IMIS) skills are desired.
